I already have preorderd the base version, someone has offered to gift me the Epic version.

It seems they can only gift the full version of the epic edition (Not the upgrade the preorder), so my question is: Will I get refunded the original base preorder if they do this?

They can gift you bnet balance to buy the upgrade.

Gifting you bnet balance is probably the best way to go about this.
