Because, quite frankly, if she truly believed she had no choice due to that aforementioned lack of free will, then Anduin’s line of reasoning should not resonate. And despite his insistence that she held the power in that room, she would believe that clearly is not the case; as both the Jailor and the Arbiter system would still hold that power. Thus no actual “choice” was there to make from her perspective.
