While doing this quest I am able to kill off 2 of the 3. The NPC Solivane is bugged and won’t change forms when you speak to her. Because of this the quest can not be completed.
Same issue. Nadras will not change and thusly cannot kill the third infiltrator.
Dropped quest and picked back up, no luck. Restarted, reloaded, turned off all addons.
Yep, I am having the same issue. Dropped the quest, didn’t resolve the issue. It’s been bugged all day.
Same issue here. I have tried relogging and restarting the game. Still can’t get it to work
Same issue here. 
So, I waited around to try and find the 3rd one—and another player got one of the NPCs I’d already killed to reveal themselves again. Tagging this mob counted for the 3/3.

Well, I’m off to Revendreth to try this.

This is still bugged. I think the devs are just ignoring this because people have bypassed this bug using methods that were very available at start of the patch when everyone was doing the quest, but now with only a few people doing this quest on alts, the other two NPCs are scarcely triggered to where we have to wait for hours to complete this quest due to this bug.
Can some CM go and inform the devs to hotfix this, pretttttttty sure it doesn’t take too long to hotfix this.
Info on this bug, if you don’t want to scroll above - The third NPC, Solivane, who is the raid finder weaponmaster from Castle Nathria, glows red, instead of purple, when the orb of revelation is used. They offer the dialogue, but do not turn into a dreadlord.
This can easily be replicated. I have seen atleast 6 people around solivane for this, and other people waiting for someone else to trigger the other NPCs.
Please someone look into this on priority, its stalling character progression on alts and mains that returned late into this patch.
Two months later and it’s still bugged.
It’s not like there are a ton of players doing this quest now, so I can’t just tag someone else’s mob.

you have to go through the mirror to get to the second floor. There should be the third one there.

This really needs to be fixed. I don’t get to play often, so I didn’t advance to this set of quests until recently. It’s still bugged. The third NPC does not trigger. Nobody else is doing these quests at this point, so it’s not like I can just wait around forever for someone to trigger the other two so I can re-kill one of them. There are areas in Zereth Mortis that require the completion of this chapter in order to access them…
