Some excuses they could use to add darker skin tones are-
-They live further south then Silvermoon.
-The ones in Dalaran are just darker.
-The dark skinned ones have a pinch of human.
-There was a darker skinned ethnicity of High Elves in Ghostlands but they got wiped out.
-Some of them spend more time outdoors.
Technically those could be used to make any number of changes.
