I know the effects of the tuning has been posted multiple times, but i feel I want to add to that sentiment.
Ele went into this expansion interested, with a good kit, now i understand that not playing lava burst isnt the way to go, then came the rework which sorted that.
Now i get that it’s too overtuned on AoE but lets be real, on Single target it’s no where too strong.
Please consider buffinf ST back so Ele isnt dead again
But more importantly, 11.0.5 was a patch that:

In fact, The reliance on broken spymaster’s trinket and of course our new 3-min actual burst CD - makes it so that we burst high in those burst windows.
The rest of the game has been moving away from 3 minute burst CD’s…And here we are. Now paying the price.
About to move from roughly middle-of-the-pack on ST fights to dead last (behind augs).
I guess we’ll have to endure a week of 2 of being garbage until we get a 15% buff like warrior did into fearing to get another nerf 2 weeks after.
