Many have been. It is really very simple and solves most of the problems.
I am starting to think this is a problem with Activision/marketing and not the Devs.
The only issues with static layers is how and when to merge, and queues. You can’t say that a specific layer won’t jump back up in population a day or two later needing you to “unmerge”, and queuing would require a second round. You queue to get onto the server, then you queue again depending what character you pick.
So layer 1 gets completely full, then too bad, you have to go to layer 2 and can’t play with your friends until layering is gone.
Horrible idea.
You wait and see the trends on a server by server basis.
Either way, you have the same problem with their current layering plans. I actually think the current layering plans are going to be worse for the guys on a overpopulated servers. You want to merge 10k players into a single world after a few weeks? That is going to be a s****show. Better to keep players on fully populated static layers until/if they merge.

No… Layer one gets a Full tag just like Full Servers do today… you can still roll toons on them but you might have a log in q…
I love how people always jump to the “BUT BUT I CANNOT PLAY WITH MY FRIENDS” assumptions… they are probably the most antisocial solo players in the game…
No - you sign up on layer 1 when you create your character. If it is full, you wait for a bit in a que. This is how it was in vanilla.
Now, apparently, their server tech is better so they can add more people than they did back in the day.

Merging 10k players after a few weeks when everyone dispurses into separate zones is infinitely better than cramming 10k players into only 6 zones at the start. I have a bunch of choices of how to level from 20-30, but not many choices on where to level from 1-20.

So classic should launch just like in 2004 ONLY the first 200,000 people to log in get to play every one else get’s a que.
Cramming 10k players into the 6 staring zones is a bad idea. Few think that is a good plan.

Layering won’t evaporate at Day 21 with 4 complete layers crashing together. By day 7, we should be down to 2 layers on most servers, and by day 14 hopefully many will be at 1 layer.
Your method actually extends the life of Layering, if you intend to manually collapse at the end.

And there’s easy fixes to make layer hopping a hassle and not worth the effort. People just don’t like them because they are a hassle.

Because there is “no end” for layering… not one person at Blizzard has confirmed an offical end date for layering… Ion said “we would LIKE”

I’m glad there’s more threads popping up about layering; hopefully this causes Blizzard to wake up and listen to players!
It does - for super populated servers.
The difference is that you are still getting a vanilla pop. sized layer and none of the side effects of layering hoping.
