I can’t seem to find any consensus on whether or not the “Farmer” title is account-wide now or still character-specific.
If someone could please confirm one way or another for me I’d really appreciate it.

It is not account wide.
All of my toons have the achievement, but only the one with the reputation has the title.

I believe it is working as intended.
Unlike other similar reputation-based title rewards, this title is not awarded as a reward from the achievement for getting the reputation, but from the reputation itself.
If you compare the achievement in-game or on the website to, say, The Ashen Verdict you see that where the latter has Title: Of the Ashen Verdict listed as a direct reward of the achievement, The Tillers doesn’t have anything.
Blizzard’s data files do have it flagged as if it were going to be connected, but for whatever reason that didn’t make it to live.
Perhaps they’ll change this in the future, but I doubt it.
