This quest will not complete. From what I read, it was broken on beta as well. I’ve got to the point of “Return to Baroness Draka at the Seat of the Primus”. I am here. She is here. No dialog, no quest completion marker, no ability to talk to any of the NPCs.
Tried re-logging and re-zoning. The quest appears to be broken and not completable.

Then you would want to post about it in the aptly named Bug Report Forum so those that work on such things can see it.
Did you take the portal back or did you run back, if you didn’t take the portal, return to the house of rituals, head to one of the teleporters, then go thru the portal back to the seat of the primus and see if that works.
Dude… this was/IS posted on the bug forum. Try paying attention and not wasting peoples time with smug comments that arent even correct.

I thought i had this problem too. Turned out this is one of blizz’s notorious doppleganger problems.
draka is in two locations. you can use the teleport to the “seat of the primus” which is outside on the side of a mountain… where she is standing in front of xandria or w/e her name is. that is where i went.
draka is also standing right inside of your covenant sanctum up on the platform, also at the “seat of the primus”.
when you approach her, the quest objective checks and the ! appears.
way to go blizz.

I went outside through a portal, and her usual spot inside. Still no luck. I have gone through the portal at House of Ritual twice, maybe the wrong one.
im on the part where i beat kel thuzad and a lady pops up and im stuck on pacified and the lady wont talk and i cant move ive done the assault a few times already

Yes. I am stuck as well. Can’t complete the scenario as the IGC does not trigger.
Completely frozen and impossible to bring the campaign to an end.
Update: You can relog, and the dialog without the cinematic progresses.

There are a lot of Shadowlands quests now where…
- the quest doesn’t pop;
- the npc you’re supposed to talk to is unresponsive;
- the questgiver doesn’t have the ? over him. Sometimes the ? is on the map and sometimes it isn’t.
Sometimes it is only necessary to walk away. Other times you must relog or leave the zone. But if they don’t know the quest is supposed to pop, a player may be unable to proceed.
