A FIX THAT WORKED FOR ME! Going to Dornogal and using Faerin’s teleport for the quest Trouble in the Highlands, then walking up to Hammerfall. Arator and Alonsus were there and the quest updated!
Of course, if you have done this quest already, I don’t think you will be able to do it again. But, yeah this worked for me.
I am curious if this is linked. The first toon I completed The Sunwalker Path on had already completed Trouble in the Highlands, and I had no issue using Alonsus’s portal. My second toon had NOT completed Trouble in the Highlands, and the portal did not spawn.
Some more (hopefully) useful data.
I had The Sunwalker Path quest active (portal bug) but had not yet accepted the Trouble in the Highlands quest. Went to Dorn, picked up the Trouble in the Highlands quest, took the Dornogal portal to fly to Hammerfall and, while there already at the gate, Arator and Alonsus were not hailable.
I dropped the Sunwalker quest, but kept the Trouble in the Highlands quest active, went back and picked The Sunwalker Path quest again… went back to Dornogal and took Faerin’s portal again (which was already there since I had the quest active this time), and flew over to Hammerfall again. This time, The Sunwaker Path updated and progressed to the next step.
So, this workaround is confirmed to work, but you must have Faerin’s portal in Dornogal active BEFORE you pick up The Sunwalker Path portal step at the Sunwell.

Interesting, I did not have to do this. I had Sunwalker quest, picked up Faerin’s, and it worked once I got to Hammerfall. Good to have more info though, and different ways to try and fix it ourselves lol
Your suggestion finally worked for me. I had to run around Arator and Alonsus for a while for it to complete the next part and let me turn in the quest

Can confirm. They are also at the south gate. You need to walk past them then back in and it activated.
