I’m telling you, my guildees that passed 100% speed mounts to their <60 alts have 100% speed Warpstalkers on <60 level alts. It doesn’t matter that the <60 never was able to use the 100% speed mount, those toons got 150/300 riding and have 100% speed Warpstalkers.
Literally a level 47 druid running around Org on a 100% speed Warpstalker as we talk.
Apparently any toon that has ever received an epic mount into its inventory got a 100% speed Warpstalker; it seems that triggered a flag to give 150/300 riding despite the characters not being 60.
Realistically it shouldn’t affect that many people (unless people knew to take advantage of this), and I assume all the level 49 twinks probably did it… or if not, those twinks are at a big disadvantage.

So then this is an edge case in the mount logic. At best this is a bug, not P2W, it should get reported and fixed. The number of people who own an epic mount but aren’t 60 seems like it should be a pretty small number anyway.
You’d need to have had the gold to spend to send them an epic mount before pre-patch since they’re now BoP, so if you happened to have that much gold and prep to do that you get a 100% mount at lower level just because of an oversight. Pretty hilarious, 100% in line with how buggy actual TBC was.
I have never seen anyone below 60 on a 100% mount but lets say its true, then it is a bug that will be fixed shortly. So no, not pay 2 win.

Yeah the guy that discovered it in my guild has alts for every class and basically had sent them all 100% speed mounts in advance that he’d farmed for them months ago, so it wasn’t really like he planned for this.
He was just surprised when he activated warpstalkers on the <60s and they were all 100%.
Yeah this is just a bug, obviously, and it’s not even one with negatives for anybody. It’s literally just a few random people having a faster mount for awhile. The only real reason to fix this is PvP twinks having 100% mounts would be broken, so if one of those lucky few decided to twink that character instead, they’d be broken.
If this is actually happening, riding at 100% when they haven’t purchased the epic riding, and they don’t report this to Blizzard they will be subject to bans.
I’ve never seen any version of Blizzard okay with exploiting bugs.
