If it isnt worth it then the bonus damage isnt enough. They dont want 2h to use it which is why RI is consumed and 2h already has a damage boost, it doesnt need access to 2.
So it either needs to be buffed, or make it so auto attacks apply a different debuff and for DW if both weapons applied it then it would be around the same timeframe as your mainhand applying it through autos and applying it through Frost Strike and Obliterate.
If it stays with RI stacks being consumed, Frost Strike needs to snapshot RI stacks, and RI stacks need to be consumed prior to Frost Strike or you lose out on around 2 stacks of RI being applied.
Frost Strike does apply 1 stack of RI and you get an auto within there as well most of the time. So you just need another 3 stacks to reach 5 instead of starting over entirely. You arent losing that entire 18% that the post looks like you are losing, more like 10.8% that is missing from 1 ability.
Probably just need a better priority list which would make Shattering harder to play. Basically after a shatter you would want to sit on everything but KM Obliterates and non-km Obliterates to get back up to 5 stacks. A non-KM Obliterate should get you back at 4 stacks, and a KM Obliterate will put you at 5, then use your procs and other abilities prior to another shatter.
It would have been nice to actually see a baseline included in all of this instead of having to hunt for the baseline because to 99.999% of people out there what is shown in these sims tell people NOTHING.
Most people are just going to look at the title, say Shattering is garbo because the baseline information is nowhere. What is the baseline sims to compare these against? Sorry but im not going to hunt for it so im not really going to hold this as gospel. If the difference is like 30k dps then for 99.9999% of people out there it doesnt matter and they can just go continue to play shattering.

Whatever the situation Frost needs some buffs to bring it closer in dps to the others. Go look at the logs and they show us as mediocre to low mediocre. Just like I always said we would end up. I don’t know why blizzard is intentionally breaking frost though. Unholy ramp up is so boring, but I get it, it will be very safe for the healers in pvp, so maybe that’s why they are breaking frost.
They have been doing a lot of balancing and not just on DK.
To my understanding Unholy is more painful to deal with in PvP as a healer than Frost anyways, especially since Frost is much easier to bring grinding to a halt.
I guess we’ll see how the specs settle into M+, but I wouldn’t be surprised if it’s a continuation of “yeah you exist” for Unholy and Frost.
I think a handful of people and myself brought this up when the new tree changes were announced in beta. Very similar design pitfalls and missed opportunities to make FSC viable again, but class devs are gonna class dev.

I would prefer if they baked Fallen Crusader into MotFW and buffed it accordingly to make 2h competitive.
Or, what if they added a modifier to Shattering Blade if when using a 2h weapon it hit like 200% harder. Obviously you could figure out what the correct modifier would need to be to make 2h competitive.

All of that is true regardless of this bug though. Closing the gap meaning because you’re no longer taking Shattering so both specs can have 5 stacks of Razorice up. Then DW ramping up faster matters less the longer the fight uptime is.
Exactly our AOE should come from our AOE abilities. The problem is our Single target abilities do so little damage outside of pillar our AOE spells would need to hit harden then them to for them to stand alone as our AOE damage.
They hotfixed it supposedly.
