The Ruby Feast questline still isn’t available for me. I finished the starting the quest but have yet to receive any dailies or continuing quests. I have been checking back for weeks on my main. I know blizzard said they fixed the issues but mine are still persisting and not showing. Please help Blizz! Thanks!

Kinda the same here, but I haven’t even seen the starter quest yet. I can read the notices in Valdrakken, but there was no quest available for me and there still isn’t.
I do have the achievement linked to it, since you can get that done without the quest and I did that before I even knew there was a questline attached to it. Someone pointed out the food buffs and achievement to me, but forgot to warn me about the broken questline.
Update:
Finished the Bronze Dragonflight questline today, and when I came back to Valdrakken I saw the first quest on the wall in the inn. Did the Tea quest, so fingers crossed for the next one tomorrow.

So the quest doesn’t always start at the Dragon/Duck location.
For example, I thought it was bugged with no quests being offered, but a Ruby Feast quest was actually offered by a goblin near the Artisan’s Market.
So fly around Valdrakken city to see if you can find a quest. It doesn’t show on the map if I recall correctly.
Side note, I do like these cooking related quests and buffs, they are fun Blizzard.

@Gruugana @Tsani did you find out the issue?
For me it was because I abandoned the truffle capture quest (it was called Finest Fungi or something like that). I went back to the Temporal Conflux bronze dragonflight place and re-accepted the quest BEFORE going back into the portal. Talk to the lady near the portal before you go into the Primalist Future - she will have the quest for you. Also to capture the fungi use the Interact key in option instead of trying to click on them. Makes it easier.
I did this yesterday and today I have a new Ruby Feast quest in the city from the dragon/duck.

I think in my case it was solved by finishing the Bronze Flight questline, which happened after the patch that mentioned fixing the questline. When I came back to Valdrakken nearly a dozen new quests appeared all over the city, including the breadcrumb to the Ruby Feast. Checked back every day and I got the whole questline done now.

I’m having the same problem right now, the Zandalari chef is there but there’s no quest for him and he’s been there since the beginning of December. I only need 3 more meals for the achievement and I didn’t even know there were quests associated with it until just recently. How do I get the troll to go away?
