The Ruby Feast Quest not popping up in town

Has anyone had this issue where you are not getting access to the Ruby Feast questline

I am maxed out in cooking however I am not able to pick this quest up.

Is it a renown issue anywhere does anyone know anything about why this would not be showing up?

Same issue. Not sure why the quest isn’t showing for me as well. I also have maxed out cooking.
