There is no real solo content, nor is there a way for something to gain anything unless they finish something.
You have WQ's, but at this point unless you don't do raids, dungeons or group content you are limited to what is available in WQ's, Emissary and if you want Warfront or similar content, which still requires you to work with others and rely on people to put in some form of effort.
Outside that there is no way to make any gain unless you join or form groups. The real limitation to making any current expansion progression is to rely on other players, and if other players just cannot perform than you simply put, are wasting your time.
The amount of players I see that simply cannot perform is astounding. There is almost always one person in every group that always seems to not be able to DPS according to their iLVL, stand in the wrong place, take way too much damage needs to be over healed, doesn't use their CD's at the right time, or ever and they can really be the difference between finishing content or wasting your time.
I have seen players in raids, M+, even LFG/LFR yelling that we are not healing, or doing enough, but they have lower DPS than the healers and take more damage than the tanks.
I do routinely inspect other players either during or after a run is over when someone simply doesn't pull their weight and it is surprising that even with the right gear at a decent iLVL they fail. Maybe they don't do the right rotations, maybe they are a little slow in doing their next spell, I don't really know what it is, all I know is they can be the difference between making progress or not.
Maybe we need some genuine solo content, maybe a way to raid with AI help, or simply some reward for your effort in the form of currency.
How many times have you guys joined a raid, an M+ or even a LFR/LFG group, couldn't finish and walked away with nothing? What if when the group does actually make ground but cannot finish for whatever reason and when it does fail you still gain something?
Maybe some currency based on what you have killed to that point, or based on your stats? (They have stats in PVP, why not PVE) Than you could join a group, get as far as you can, maybe not finish or even get some gear when you do finish, but you get something that you can save up to buy items, or mats to craft gear. Or even just build up value and once you hit a certain level you are granted a new RNG item of some sort.
To put this into some context last night I joined a Mythic Uldir raid at Mother, I cannot now join another unless I form my own or rejoin the same guys and finished that raid with nothing more than a few large repair bills.
Around 15 times we made it to the third room but did not have the DPS to finish on time, I died twice prior to that by my own mistakes and once when the Shaman Spirit Link didn't work.
So now I am waiting for reset before attempting Mythic again, don't need most M9 or lower content and have crafted what I can from Tailoring, so what can I do? Nothing really, try some more M10 groups and hope I find 4 players who know what is going on, wait for reset every week to try Mythic again or do nothing on value until 8.1.
You sound like you really don't want to be playing an MMO.

What if you ran content day after day and simply got nothing out of it. What is there was always a player who joined your M+ groups, was complete rubbish and left halfway?
How would you feel if you playe every day and the only gear you had to show for it was 330 WQ gear? Would you feel like playing with other players if every run you done gave you nothing more than a headache, some stress and a repair bill?

That's the struggles of a MMO. You have to count on other people. You want a single player game? There are hundreds out there. You shouldn't try to make a game into something it isn't. It is like trying to turn Fallout into a multiplayer game. It just doesn't work well.
