Was hoping the prepatch would fix it, but it seems it didn’t.
Control is King is supposed to give you Slice and Dice when using Cheap Shot. It doesn’t. It seems the bug starts when going through a loading screen or a zone change. Changing specs back and forth fixes it, until you go through another loading screen.
If you want to test it. Enable war mode in Orgrimmar/Stormwind. Choose the Control is King PvP talent. Hearth to Valdrakken. Fly to a random mob and use Cheap Shot. Voila, no Slice and Dice.
