May i know, is the pre-patch event mostly for cosmetic rewards and low level gear for alts?

Yes. All of the gear from the vendor is for level 70 and intended for alts. It’s Warbound so you can easily share it. This gear is a recolor of old sets (I think from Legion).
There is 1 mount, 3 pets, and an Heirloom ring you can earn from participation.
Anyone level 10-70 can participate, so you can level alts (it’s pretty fast). Low level characters can randomly earn low level gear for themselves; this gear is not on the vendor.

Ive been leveling my bank alt up through these events, and it’s painful. The bosses take forever to kill. Last night it was like 20 minute to do The Lich King. They buffed the HP on them in a recent hot fix, which i think was the wrong move.

Pre-70 gear is blue recolor expeditionary from the starter island same as from the DF prepatch event. If you missed those you can get it again now, they are soulbound and have higher droprate than the warbound stuff.
