Also, didn’t the event was cut short the last time? My guess is it wasn’t that great by the sound of it being cut short.
And again, if this event is so fun and exciting, it wouldn’t hinge on the forced participation of those who otherwise want to use the city and not participate.

The whole idea of an event like this is to take away the player agency for a bit, so opt-in isn’t even an option.
