Can’t finish quest. No guidance. can’t find Crimelord Tiana or Yoshai the merciless

I’m a little late for a reply, but the problem may be that they’re both further away than you expect. Usually when you have 3 objectives for a quest, the blue map outline includes all 3. With this quest each NPC you have to kill has a separate blue outline. Try moving north or south of the first one you killed and see if a new blue outline appears in that direction.
