There has always been a tank shortage. If dual spec was going to make any kind of significant dent in that, it would have been noted in retail.
Besides, I’m disputing that a few people on the forums saying they’re going to use dual spec for tanking isn’t statistically significant in a game of millions.

As someone who has tanked in retail on multiple toons, I will say I need to be in the mood to PUG a run. Lots of entitled jerks can pit a damper on the fun.
Most who support dual spec don’t claim it will solve the problem just that it will mitigate it. You claimed the number who would tank isn’t statistically significant. Show me your data that proves that the tank shortage isn’t less with dual spec.
