It seems inevitable for the merchant caste to replace the monarchies as the true power be hind any and every government.
only in a perpetually expanding empire that continuously needs to ferry supplies from center to the outskirts to develop and ‘catch up’ the newly conquered territories.
once every region is developed, the merchants to longer have value, as the supply chains are matured and anyone can maintain them and replace anyone else.
