I’m gonna call this a bug. The area of The Lost Orchid in Azuna is NPC free.
There are no NPC’s in the area.
I picked up the ‘Challiane Vineyards’ quest as I entered the area, which also should have triggered the ‘A Tainted Village’ quest, but the area is devoid of NPC’s.
Herbs are still spawning, just none of the quest NPC’s/Items.
