This quest appears to be impossible to complete currently. Hopefully it will return to normal when the pre-patch event is over.

oh great! Im not the only one stuck on this.
Adding my voice. Earlier, the previous step was bugged due to Moira and Faol not being present, but now it’s this step - Velen is not visible at the destination in the gallery; only Alleria’s rift tear, a portal to Dalaran Crater, and vendors from the pre-patch event. With the TWW Campaign and the especially the “knife-specific” whispers from the final campaign chapter, there are a number of players interested in experiencing the Legion spriest quests - please take a look at this.
I tried it yesterday Velen still disappears and no portal
I’m having the same issue where Velen just never makes it to the portal. Before I had the issue with Faol not showing up in Dalaran as well as having an invisible wall blocking my rogue from getting into the rogue order hall but those two resolved. I’m also having an issue with my shaman not getting the appropriate order quest from Thrall to start that chain.
