Northrend - Icecrown - The crusader encampment

Playing retail wow. I gave up and headed for a different zone. You are supposed to fly up to the canons, but I was only level 25 and couldn’t fly to them.
Might need a fix or some kind of “remote canon controller” quest item, with a range usable from ground, for lower level players. Unless I’m missing something.
