What’s the problem?
Have you tried selecting Legion content from hero board or setting Chromie time to Legion?
Legion is old content so will not be defaulted for you unless you choose it.
This does not work. You can run the intro quest, but the initial class hall quest does not pop.
Complete the Harbringer quest to completion. Then return to Dalaran and the NPC will appear and offer the class hall intro quest.
If you dropped the quest because you did it on your main, (they fixed the constant prompting) you’ll find an NPC in your main city offering it.
Where is this NPC?
I did the “in the blink of the eye quest” and afterwards no npc. The new dalaran is phased and theres no chromie to unphase it.
As mentioned, complete The Harbinger quests… And I had to do the quest to go to Sillithus as well, on one character that had started an order hall years ago, in order to progress. There was still a quest or two that was bugged, but fortunately they didnt hinder completion of the storyline or receiving the mount.
How does one do the Harbinger quests on an alt?

Got it thru adventure guide - forgot that thing existed. I’ll complete and let you know if that works.
I’ve not been able to get the Class Hall intro quest to work for my boosted 70 warlock. Contacted support and they would not help to point me in the right direction. Been reading threads on here looking for a solution, and still trying on my end. But it’s definitely frustrating for a returning player. (: I will keep trying.

Okay, that worked. Do the Harbinger questline through the adventure guide.
so here’s a fun experience for you. my lvl 56 rogue who is still half way through the quest chain - cannot even get harbinger quest, not even from adventure guide. but my other rogue who is finished with the quest chain - couldn’t access class hall either, but she IS lvl 70 and got Harbinger quest, so i figured… lets try that.
well… I think in part because she already completed the Echoes quest - she cannot complete the harbinger’s first step. Kadgar is not at the chamber, he just doesn’t show up and neither does Alleria. so… not only they broke class halls - plural, but they also seem to have broken their own upcoming expansion story. at least for some of us.
it did work to complete the Harbinger questline; I didn’t use the adventure guide but I was finally able to get the warlock class hall quest NPC to show up after completing the initial Radiant Echoes event and turning it into Khadgar.
edited to add: very grateful for the help on the forums and for other people trying to figure this out - I had opened a ticket with support and for my trouble I was given a copy/paste response and no real answer or help. It’s disheartening.
Unfortunately appears to bug out a number of folks if they had The Harbinger quest in their log, then tried starting the legion quests. Khadgar won’t show up in the hall of the guardian so you can’t complete The Harbinger, and he also doesn’t show up anywhere else in Dalaran so you can’t progress legion quest line.
