No it did not, it did exactly what it was supposed to do. Bring PVP to a PVP server. If you do not like it you should have rolled in a PVE server. This was not a surprise anyone who played Vanilla knew this would happen. If you never had played Vanilla WoW you should have paid attention to what server you were getting on in the beginning.
