Actually yes, because the blood elves and high elves are thesame people. So any changes you introduce on high elves MUST be introduced to blood elves in their NPC’s because they are the same race. Otherwise, you’re introducing inconsistency for what purpose?
Let alone it gives the alliance 2 version of what is a Horde Core race.

Because design decisions have to consider the entire audience and not just one. People aren’t stupid. They’re going to know when they are being treated unfairly, and any design decision that can be perceived more negatively than poitively is not worth the cost of implementation.
