In the pre-patch quest called “The Harbinger,” I am at the location where I am supposed to be but the NPCs are not here. I have tried abandoning the quest and getting it back through the adventure guide and the scroll near Org Embassy. I deleted several other quests from my log to ensure I wasn’t phased into a different quest. Still no NPCs.

Drop the pre-patch campaign quest, it’s conflicting with the harbinger quest and phasing you.

I’m having the same issue. So I dropped the quest and note. I picked it up from stormwind and still the same thing no one’s there. Did I miss something?
