"The Harbinger" quest must be completed before Legion Class Hall quests can begin

If a player has the TWW teaser quest “The Harbinger” available, the Legion Class Hall NPC will not spawn and the player cannot receive the relevant quest from them.

Even though Khadgar, Jaina and Alleria are cordoned off in their own small corner of Dalaran, their presence apparently phases the entire city. My level 70 monk was unable to see “Initiate Da-Nel” despite completing the Broken Shore skip. Completing The Harbinger quest line resolved the issue.

Furthermore, if you have already completed this quest on your Warband, the only way to receive it a second time is by opening your Adventure Journal and flipping over several pages to manually accept it again. There is no visible NPC who might prompt the player to pick up the quest.

Been trying to figure out why no NPC would pop up for class hall. This was the exact fix. Thanks!

This NEEDS to be fixed.

I’ve been hunting for this for DAYS and the only reason I even made it here was because I just happened to be poking around SW, saw the quest and wondered “wtf is The Harbinger questline for?” and googled it. Which was mega confusing considering all of the characters I did the pre-patch event on, but didn’t have this complete??
