The great vault quest

I’m trying my ret Paladins the mad paragon legendary but the great vault quest for it is no where to be found. The usual NPC doesn’t have the quest anymore.

According to Wowhead comments:

If you’re a new level 60 and don’t see this quest, it’s because you have to complete The Weak Link first. ( 13th quest from theTorghast storyline )
The reward from this quest is a legendary memory so it technically makes sense having to release him first.

Note that you MUST pickup the quest BEFORE generating loot in the vault.
