The fourth key no Flynn to talk to

I am trying to do the Pride of Kul Tiras questline and Flynn is not there in the Harbormaster Office to turn in the key and move on in the chain. It looks like I have done all of the prerequisite quests/achievements so what am I missing? Thanks for the help!

EDIT TO HELP OTHERS:

I ended up going back to where I picked up the quest, in Bridgeport by the flight master, and of course Flynn was not there. I dropped the quest and he phased back in, I took the quest again and immediately talked to him. He gave a dialogue option to basically skip the quest. Choose that option and you can turn it in immediately and move on with the next quest in the chain. Odd work around Blizzard chose to do instead of fixing the phasing issue, but whatever.

Players are suggesting two possibilities. First is that’s simply the wrong spot for the turn-in version of him, and you’d want to look for him a little to the west of the Bridgeport flight point.

The other claim is that he’s phased out if you haven’t earned the meta achievement “A Sound Plan” for the zone’s storyline.

I will check in to Bridgeport - that is where I picked up the quest to begin with - but the quest itself says to turn it in to Flynn at the Harbormaster’s Office in Boralus. I do have the meta achievement A sound plan done as well, on this character.
