But then everyone would cry that its not fair all the people who knocked out av exalted in 2 days and now they have it harder. Once all the raiders are out it will get better, the amount of zergs is less now that they all zoomed to exalted for 1 bis item.

WRONG! Your cliques do NOT matter to most of the playerbase. You all enjoyed being the big fish in a small pond back then, you got to be the gatekeepers of PvP progression , not going to happen again, just accept it.
Just make it so PVP server players can queue WSG but not AV, and PVE server players can queue AV but not WSG. 
There, they each have their own way to ‘rank up’ that only competes w/ their own realms, PVP for the PVP realms and PVE for the PVE realms.

When you only have the option of one AV game to que, every match become a fight for inches. You cant afk out and get another bg as soon as your debuff is off. When WSG and AB stopped popping late at night, AV was the only BG to que and everyone wanted to win.
