Has anyone else had troubles with this quest? Text says nothing except to kill him, but there hasn’t been any kind of interaction possible with him for the past 30 minutes. Bunch of us seem to not be able to figure it out.
EDIT:
A nice person explained it to me. You have to go talk to Chromie in Rustbolt and go to “the other place.” Then go back to Bondo’s Yard and you can fight him when he spawns.
If you don’t talk to Chromie, he is neutral and unattackable.

If you haven’t figured it out yet, you need to be in the alternate time (everything on fire) to be able to turn it in.
