The Plague Event is Fine, but only if it's Opt-In

There need to be some very minor restrictions on the Plague Event. From reports, there are few places you can go (aside from offline) if you don’t want to interact with this. In addition, this thing is getting game-crashing levels of stupid, and however much ~wacky chaos~ you want to introduce to the world, annihilating the game client is a no-go.
