I have yet to see it drop on any difficulty across 3 different toons that can roll for it.
I’ve seen the leggo weap for the scalies drop more often.
The sword is a lie.

We had 2 drop on our first normal Nelth kill

I got that one on this char. First time on raid, as i was healing in a pug. I barely play as healer.
But on my resto druid…i barely see loot 
Opposite for our group.
Seen 1 normal and 2 heroic
But no evoker leggo yet 0-6
Not my guild. Me and a few others are part of a different guild raid team. Dude is geared to the teeth anyway and has all the good stuff. Now he gets to stick around while the rest of us get stuff.
We also got a hunter bow 1st raz kill…with no hunter on for that kill. We also got an evoker staff first kill of broodlord.
I got a secret trick for you. Bring me on your next run. Everything my evoker could use will not drop, and everyone elses BiS will drop.
Trust me. This isnt a ploy to get a shot at the evoker leggo.

When Echo dies - it’s transforms into faceless. So sword wasn’t real either
I’ve seen it drop. It exists. It’s just a rare item I believe so the drop rate is crap. I’ve also seen people get it from the weekly mythic dungeon quest this week.
Rng has been kind to me…now if only rng would be nice enough to drop me that class trinket for my warlock. -.-
