The dunes of Silithus quest

Picked up the quest in the Un’Goro crater as I ran out of quests there. My toon is lvl 29 and I wanted to go to Silithus to progress the toon there. When riding in from Un’Goro crater I have the mark where Windcaller Proudhorn should be at Cenarion Hold in Silithus.
First thing I see when I enter Silithus is a bunch of raid mobs (no chance of killing them). The golden diamond mark on the screen with the distance to the npc is also up in the air where there is no way to get to and it is in thin air. There is no landscape or anything else where the mark is.
I have not quested here before on a low lvl toon, only done the quest line for BFA before Shadowlands was released.

Am I missing something or is this a bug which is leading me in to another world than the one I should be in?

Sounds like maybe you’re looking at the modern version of Silithus (the one with the gigantic sword sticking out of it). If that’s the case, on the way in from Un’Goro crater you’ll pass Zidormi; talk to them & change the phase of the zone to the classic version.
