Kieule sells the above item at the celebration outside cavern of times. However you have Ancient Mana capped at 400 so how can we pay 1000? Please adjust either the cap or the cost.
Technically not a bug, the cap on Ancient Mana increases as you collect treasures and complete certain questlines in Suramar. The toy costs just as much as it always has.
I’m not really sure why they put that vendor into the celebration, the vendor from Legion was never removed, so the toy isn’t really exclusive or noteworthy.

Technically, the cap is 2000.
