Hi everyone, I am currently following a guide in leveling. I am level 32 and the guide sent me to Theramore. Most quests are a bit too high there, but i can still pick them up. Anyway on the far west of theramore there are quests in a burned down house/inn that you can pick up. my friend picked them up a few days ago at 31. I am curious if there is a prereq that I missed somehow or if it is a bug that i can not pick these quests up there? I have done a bit of research and I can not find any prereqs to picking up the quest online.

EDIT: ok i found out what happened. nowhere online (that i culd find) said this. I had to go and talk to the captain guy in theramore and he had a line of text i had to select and then he talked about the burned down inn. this did not give me a quest but when i went back to the inn i was able to interact with all the objects
