I became exalted with the Black Prince today and was surprised there wasn’t an achievement. Also, the quartermaster in the Tavern of the Mist wont isn’t selling anything.
Am I missing something?

Either way, you might not be missing anything. As far as I can tell, all of the rewards were put onto NPC dragons.
I was already very close to exalted from grinding in the past. Today, I went to Isle of Thunder to kill Nalak and after killing him I started farming mobs on the Isle of Thunder for a few minutes until I reached exalted.

The Black Prince rep was for the legendary cloak. It served no other purpose.

You should be able to see what achievements are available a head of time. Just click on the achievement button and look at the list.
There are no achievements for Black Prince rep. There never were. The achievements were for the cloak. The rep was for the cloak.
For Reputation Completionists only, as there’s no way to access the quartermaster anymore since he was part of the legendary quest that has been removed ever since; this quartermaster, in turn, had nothing of interest (for current xpac), except the cloak gear (for xmog of course) that has also been removed.

My hunter spent a year and a half parked on the Timeless Isle in the Grummle tent, leaving only to kill the weekly celestial and visit DMF to keep her rep buff up. It was the world’s least engaging gameplay.

Great that there’s no achievement. If you didn’t get the cloak back in MoP, the only way to get rep is to kill Celestials every week for a measly 500 rep.

Yes, World of Warcraft between 2012 and 2014. 
In Remix you can kill one Celestial per day for 500 rep. I didn’t find out about this early enough to get all the way to exalted, darn it.
You can still do this in Retail. But it’s only for completionists, as you get nothing from it.
Oh right, they changed all the lockouts in Retail too.
