I got that thing:

Turtle Paragon!

When you use it sets out a Bowl of Glowing Pufferfish that you can click on to loot 5 different colored Glowing Puffer (Green, Purple, Red, Blue and Orange). When you use it on yourself it gives you 15 minute buff with a glowing aura of that color in about a 15 yard radius. You can also toss the puffer to random players and they will get the effect too. Pretty neat!

The pufferfish buff is a “bioluminescent glow.”
