Hi! Ive been trying to look up things about this questline and nothing is seeming to help or make any sense. Where does this questline start? im trying to get the artifact appearances that are from completing this questline, and cant seem to figure out where or who it starts from. someone please help me?

Its a really long quest chain that starts in your order hall and balance of power is the very last part of it.

If I recall, it usually starts with that blue dragon guy (forgot the name already) showing up in your Order Hall and admiring your artifact. If not there, it generally carries on in Aszuna in the blue dragon hub in that zone.
May have to complete the Order Hall campaign quests to unlock it.

To try and save you some pain later, I’ve been doing it on two alts. You’ll need to finish the blue dragonflight questline in Aszuna, and you’ll need at least revered with both Valarjar and the Nightfallen, and I think honored with the court of Farondis. So if you haven’t got those you can start doing world quests now to catch up.

First step is to get the quest item from Mythic Eye of Azshara, and yep you get the quest from the giant dragon in Azsuna, he’ll have a goldish question mark above his head.
yeah but those posts on wowhead are like 3 years old. alot can change it 3 years. they update stuff all the time. the questline or even where it starts could be completly different
It should be exactly the same. I do not think they have changed any of that, and further - a bunch of my alts are still exactly where they left off w/ the quest chain in their quest logs. I think I only completed it on this character.

No. You have to do the first questline in Azsuna, then go with Stellagosa to do quests in and around Azurewing Repose first.
Before you get that quest there are a lot of prequels. As a matter of fact, I am on my last class hall (druid) and I just went through this over the weekend.

You MUST finish your class hall campaign (A Glorious Campaign). Until then, Kalec will not show up in your class hall.

After you finish the class hall, it can take a day or 2 for Kalec to show up. On some other toons he has apperaed immediatley, but on my druid it took 2 days (no clue why - but I did the Nightfallen grind while I was waiting. SO easy to do as an insta-flight 120 druid
)
