I would suggest those having issues getting the Golden Muffin…make sure to turn off all your addons before beginning the run down the cave area to where the Pet Battler is now…set your team up before you enter then turn off all your addons…
And you shouldn’t have to go through a randomly generated maze based on your toon and the date that you enter it, that then resets the next day so you can’t reuse your old map, all so you can get the Lucid Nightmare mount¡
I don’t think this sort of thing is for you, if you can’t handle a little extra effort.

I know this is a bit of an old comment, sorry… but haven’t had much of a chance to play due to holidays. Anyway, I did end up getting three of the secret pets. Honestly it really was a lot easier than I anticipated. I wound up getting Taptaf, Wicker Pup, and Terky. I also wound up getting an easy purple stone from a Garrison Pet quest by finishing the quest to set up my Garrison.
Anyway, I wanted to respond to this quote:

In each case, the pets did not scale up/down. My team of level 1s continued to face off against a level 25 pet. I tried having a level 25 on my team, I tried having two 25s on my team, and I tried having only level 1s on my team. It made no difference. I figured maybe it was a bug, but after trying it in so many locations I’m not so sure…
Right now I’m going to see if I can complete the battle pet Garrison upgrade on some of my alts and see if they get the purple stone. That seemed to be pretty quick and easy… at least faster than earning enough pet biscuits has been so far.

Opposition Pets scale ONLY in BfA, Shadowlands, Dragonflight, TWW World Quest battles.
The devs brought in downscaling only in BfA, and never applied it back to previous battles.
Also remember, if you want to downscale a battle, use three level 1s. The opposition will scale to your highest level pet, so if you enter battle with a level 1, another 1, and a 2, you will face three level 2s.
Which is why I specifically said “world quest pet battles that offer pet coins as rewards.”
Every pet battle world quest in BfA, Shadowlands, Dragonflight, and War Within scales with pet level.
The one exception to that now is Legion zones (as you discovered). It is only in the most recent expansion that Legion WQs began to reward the coin currency. In DF and prior, Legion WQs rewarded pet charms, not pet coins, and so I forgot to exclude it in my advice to you.
BUT.
World Quests in BfA, SL, DF, and TWW zones scale with your pets’ level.
Ahh, my bad for misread/interpreting that. Either way, I just got a second purple token. Since I’ve ignored pet stuff since basically ever, I still had the Garrison quest available on my alts. You literally just pick it up, go to your Garrison mines, click on the stone, go back and turn it in for a purple stone. Takes like two seconds. It’s pretty wild!
I am SO GLAD you got into the garrison. I have a whole thread on this forum that walks you through the daily pet master quests in WoD. If you ever get into pet battling, you will start there, so the fact that you just did all the work to get that rolling will be huge if you decide to start doing this more often.

I would have mentioned it, but it’s a bit more time consuming and complicated to explain, and I didn’t want you to be frustrated or overwhelmed, so I just…didn’t bring all that up.
Seriously , though; you took this like a champ, and I really appreciated seeing someone willing to go out and earn it a little instead of just complaining. Hope you get that felcycle super fast, now.
