This happens all the time as DPS, and I know this is just Blizz giving players a false sense of, “Oh I’m going to get a game any minute, better just sit her for the next 20 minutes instead of realizing this PvP system is a massive failure I should unsub from this neglected game.”

I think that if a lobby is declined it just tries to remake one but without priority given to people in that lineup or something. Or maybe it 50-50’s duplicate specs.
Because I’ve had a lot of 1-2 minute queues that went through instantly.
Other times you don’t win the coinflip and then wait another 25.
2 healers per 6 dps should help
1 healer per 5 dps would be a lot better
4 healers 2 dps is the real cure but y’all not ready for that convo
