The 11.1 patch cycle has been a bit strange with its borrowed power effects. Not only does the raid have a ramping buff that helps to make things easier, but both 11.1.5 and 11.1.7 bring extra power to the players. Neither Corruption Enchants nor the Durable Information Securing Container can really feel impactful because of this. If they were strong in their own right, it might just make things too easy. On the other hand, the constantly running hamster wheel of these effects is starting to feel reminiscent of the Artifact Power/Azerite Power grinds in Legion and Battle for Azeroth. Just a constant cycle of incredibly minor damage gains that take far longer to achieve than they probably should, due to the time gating and lack of any actual substance in the content being provided.
If we were to compare the content of 11.1.7, it pales in comparison to 11.0.7, the Siren Isle, while both are .7 patches, the differences in the amount of content itself is quite stark. While the Siren Isle was also re-used content for where in the world it took place, it felt like more care was taken to craft the experience players had on the island, with unique systems, and tons of things to find. Alongside all of that, the impacts of
Cyrce’s Circlet are still being felt today with the power it provided. It was incredibly powerful on its own once it was tuned, and the community figured out how to really leverage the effects in creative way. Reducing healers in their raid comp, maximizing total raid damage by utilizing
Legendary Skipper’s Citrine, and so much more. The D.I.S.C feels like a missed opportunity in this regard, with incredibly run-of-the-mill proc effects, and being something that will be replaced very quickly come patch 11.2.
In my honest opinion, not every mid-season patch needs these power gains, but if they are in a mid-season patch, their content should probably be far more fleshed out than Horrific Visions and Overcharged Delves have been. These feel shallow and uninteresting, as if there was no time, effort, or care put into crafting the experience. Rather, just push out something that works to keep players logging in every week for the 0.1% extra DPS they will never notice in practice. Combine this aspect with a severe lack of class changes, and the 11.1.5 and 11.1.7 patches have been massive flops, some of the worst content patches WoW has seen in many years. I would much rather see them put more time into classes, refining the experience everyone has and making the game more fun for the average player, than these continuous grinds that don’t leave an impression.

My own thoughts so I do not just copy-paste third party material: Acknowledging the sloth they are wallowing in right now with regard to the story, they should at least give us bits that hype us up with each minor patch. Instead the minor patches are really, and I mean really… not even a side dish, but a free coupon dorrito in some fast-food restaurant that is not even WoW.
