the npc that should give me the mission does not give it to me

It needs to be unlocked. It isn’t 100% clear what is required but it seems to be enough to have:

  • done the quests for Miguel and Thomas at Ruby Life Shrine and
  • done the very first quest into Azure Span, that starts in Fork River Crossing or
  • done the entire Ohn’ahran Plains stage of the campaign.
