I feel like there should still be pockets of resistance that pop up from time to time. Kind of like if you’re playing Total War and you get those rogue factions that split off from a main faction and you have to kill them off.

It would be interesting to run across some NPC who was angry that the faction war was over and they were trying to stir the pot with a questline. And your character has to put them down (or maybe choose not to). If you eliminate them, then some quest down the road goes one way, and if you don’t, it goes another. It could be a nice start to making our choices have consequences, though I don’t really expect Blizz will go down this road any time soon.

Doesn’t necessarily have to be limited to NPC’s.

There are a whole lot of actual RP opportunities to those willing to take on the roles. Lots of guild opportunities and interesting conflict between RPers.
