Had no idea what was going on…was getting 4xp per kill in a random timewalking…come to find out someone else had turned off xp and so we asked them to leave the group which they did but then were left with a 5 minute debuff that lowers our xp as if WE did this…somethings seriously wrong with your decisions blizz…I can understand the first half of the decision but then giving the party a debuff is dumb and whoever made this decision is just so out of touch.
I was wondering if this was the case with this rise of level 10 MW alts who want to clear TW dungeons like it’s Remix again. But the time I got one of those lvl 10s, someone in my random group leveled at the end of the dungeon so I figured XP must not have been turned off for the rest of the group.
The xp debuff only occurs if you group with someone with xp off manually, it does not apply in random groups through LFD.
This is in place to prevent boosting being too easy. There are of course ways around it, but I will not go into that here.

Yeah, the lack of XP from kills in certain dungeons is a general timewalking bug and not tied to randomly being grouped with XP-off players.
