I’ve been able to reliably reproduce this issue where the text is misaligned over the buttons and interface elements on the warband and character selection screens. The issue seems to disappear when I login to a character but returns the next time I launch WoW. I narrowed down the cause which is the line:
SET gxFullscreenResolution "3840x2160" in my Config.wtf
This line appears to be automatically added by Nvidia’s Nvidia.app “optimize” feature for World of Warcraft.

While simple enough to either not use the Nvidia app or remove that line, I spent a significant time troubleshooting it so I figured this post might help someone else experiencing the issue.
