Is there an ingame function that shows you the health bars of nearby players like you would see for raid members so healers can see who to heal during things like Public events?
Edit: If it doesnt exist in game it should also go away when people arent nearby anymore. And you can toggle it on and off.

There is not but this is a great idea that would also breathe life into world pvp.

You can’t get pop-up raid frames as those are tied to the group process, but I’ve had success with friendly health bars showing on ungrouped members around me. Shift+V to make them show.

+1 for turning on all nameplates. I have them all on at all times. If you’re standing nearby and your Felhound is dying, I’ll see it and throw a heal to your minion.

You can turn on friendly nameplates? Or are looking for raid frames for ungrouped friendly players?
Not a bad idea. I think the only thing you can do is click on people in the event and offer them invites to a group you make. This is actually pretty common in Classic, where mob and resource tagging still exists.
i just turn on friendly name plates if i’m healing in epic bgs or in the world (and not grouped)
