This is from Wowhead from 8 days ago and it’s still an issue: If the quest item, (the crystal), isn’t showing on your quest tracker on the side, simply take the time-portal out, abandon the quest, and take up the quest again and reenter the portal and the quest item should show properly. Took a little while for me to figure out, so thought this might be helpful for someone who end up in the same situation.

Thank you! Thought maybe it bugged when a BG popped while i was doing the 2nd portal but who knows.

Playing my paladin alt and this just happened to me. Posting on 05/09/23 and this quest is still bugged. Hilarious but not in a good way. This worked around solved the problem for me.

Still an issue, I made a bug report for it but I doubt anything will happen. My game almost crashed when I actually was able to use the crystal again after abandoning quest 
Wow a bug like this in a main quest line going on for years. Wild. It’s still there by the way finally found this thread thank you to the OP. Kind of sad the devs would just let this bug persist.
STILL BROKEN/BUGGED after almost TWO YEARS. A wowhead poster message worked after my crystal disappeared at 30%.
"…drop the quest at 30% and go back through portal to Nozdormu and restart. Pick up quest the crystal that appeared by the Campaign - Temporal Position Fixed, which still showed 30%. So, you need to see crystal before taking portal…Also, if you completed any of the quests when you return they will still be completed.
Bottom line: you don’t LOSE like usual when Blizz screws up.
