Question! Temporal Displacement Debuff last for 10 minutes but the cool down for Time Warp last 5 minutes. Does this mean every 5 minutes I can use this on myself or every 10 minutes on my group? Just seems confusing the cool down is for Time Warp itself is not 10 minutes if you can’t use it.

You CAN use it after 5 minutes, but since you’ll also have the debuff you won’t get the effect.
If you have the legendary ring you can use it on yourself after 5 minutes and gain the full time warp effect though. Likewise if you have the ring and you pop time warp, you won’t get the debuff so you can ask a shaman or a hunter to pop lust for you.
No, the debuff means you will not benefit from using time warp. After the debuff is gone you can then benefit from time warp and similar effects once again.
this was always fun in legion when group had multiple mages and none of them wanted to pop hero first
